Storm water runoff can carry pollutants through the stormwater drainage system directly into local bayous, ditches, ponds, bay, ocean, lakes etc. The National Pollutant Discharge Elimination System (NPDES) permit is a federal program that regulates stormwater discharge into these types of waterways.
